New Website is a thin OTROTL site: single sign-on, a role-based dashboard, optional shared tools, and a help center — every capability imported from shared services, so it never drifts from the fleet.
Everything wired in, nothing vendored
Each capability is import-mounted from tools/SHARED_* and degrades
safely when a backend dependency is offline — the shell stays up either way.
Role-based dashboard
A permission-aware dashboard and navigation, served in library mode from SHARED_DASHBOARD.
